My name is Rebecca Barbisch Levinson. I’m not an activist or an industry insider. I am just a DC resident who stumbled on a multi-layered billing fraud while trying to enforce my right to an accurate Pepco bill based on a verifiable meter reading.

Professionally, I’m an attorney with extensive experience in patent litigation, including in administrative law proceedings before the US International Trade Commission. I have a BS in Electrical & Computer Engineering from Carnegie Mellon University.

I have directed complex litigation and joint defense strategies for the world’s largest semiconductor and high-tech companies. My daily work involved taking apart intricate technical arguments, analyzing raw engineering data and source code, and proving exactly where the opposing side’s math or logic falls apart.

When I moved back to DC in 2023, I prioritized spending time with my family and enjoying life. I wanted a more personally fulfilling career where I could use my background to help people instead of big corporations. I started my own law firm, Levinson Law.

One simple question derailed everything and has turned into the most exhausting, all consuming, longest legal battle I’ve fought in 20+ years and there is no end in sight:

How can I actually verify the accuracy of our Pepco bills?

Pepco is required to include this information in its Consumer Pamphlet. 15 DCMR § 321.4. But the frightening reality is that there is NO way to verify the accuracy of the meter readings on a Pepco bill because Pepco is exploiting its Advanced Metering Infrastructure to inflated billed usage.
