This was my homepage for the last two months. I can’t believe Councilmember Charles Allen and Attorney General Brian Schwalb are still ghosting me. They are personally responsible for skyrocketing Pepco bills.
No help is coming. The DC government is raking in millions while it allows billions to be funneled to Exelon.
I’m a DC resident. Since I installed solar two years ago in June 2024, it has completely offset my Pepco bills. I’m not being paid to do this.
In fact, I’m burning through my savings while working around the clock because nobody else will ever get this close to stopping Pepco again.
Pepco just redesigned its bills to cover up the evidence of its billing fraud. They couldn’t figure out a way to get the daily bar chart of energy use on its billing and on its customer portal to match up. Instead of ensuring accurate billing based on an actual, verifiable meter reading, Pepco removed the daily bar chart from its bills. Seriously.
Resistance is not futile. But it is most certainly exhausting.
Pepco is a PUBLIC UTILITY. In September 2024, I caught Pepco red-handed, FABRICATING meter readings & artificially INFLATING my billed usage.
It is BLACK LETTER LAW that Pepco MUST bill its customers based on ACTUAL meter readings. Residential customers DO NOT bear the burden to prove how much electricity they used because Pepco DESTROYS EVIDENCE.
Pepco is relying on its CORRUPT INFLUENCE over the DC government to BURY THE EVIDENCE of its BILLING FRAUD, so it can continue FABRICATING meter readings & FRAUDULENTLY OVER-BILLING the residents of the District of Government.
Pepco knows its PAY-TO-PLAY scheme is locked down. The DC GOVERNMENT is NEVER going to STOP Pepco’s ILLEGAL PROFITEERING. Pepco is so CONFIDENT that it will NEVER get caught that it is OPENLY acting in BAD FAITH.
Pepco was legally REQUIRED to RESOLVE the consumer complaint I filed with the Commission in OCTOBER 2024. Pepco knew that it couldn’t support its billing with business records, so it issued fraudulent revised billing to maintain its multi-layered Unaccounted For Energy (UFE) fraudulent billing, Multi-Year Rate increase Scam, & manipulation of the PJM-EIS wholesale market. Then it tortured me for 18 months trying to cover it up.
The General Counsel of Pepco Holdings, Inc., Anne Bancroft, has been on specific notice of Pepco’s falsified meter readings, fraudulent billing, and other unlawful, illegal, & unethical actions by attorneys under her direct supervision since December 24, 2025. She condoned Assistant General Counsel Kunle Adeyemo’s handling of my Formal Hearing case.
We, the People, Can Take the Power Back
The PUBLIC can fight back by making this go viral. Exelon is a Fortune 200 Company and has a duty to its shareholders to avoid material reputational risk & material legal risk. Brian Caldwell at the Office of the Attorney General said that Pepco makes every decision based on cost, so We, the People, balance the scales of justice the louder we get about Pepco’s unlawful and illegal actions.
The PUBLIC can fight back by demanding an investigation under the Terms and Conditions of the Exelon/Pepco merger. If Pepco materially violates its legal obligations, the DC Public Service Commission can order SEVERANCE of the merger.
The PUBLIC can fight back by petitioning for a court order forcing the Commission and OPC to perform their mandatory statutory duties. It is called a writ of mandamus and I could draft it, but I’d never stand a chance against the holy trinity of corruption – Pepco, PSC, and FauxPC.
The PUBLIC can fight back and call on Mayor Bowser to remove the corrupt commissioners of the DC Public Service Commission and the corrupt People’s Counsel that she appointed, and the DC Council approved, for “neglect of duty or misconduct in office.” If the PUBLIC doesn’t fight back, we are going to be victims of Pepco’s artificially inflated meter readings & rate hikes forever.
If Pepco Holdings, Inc. isn’t cooking the books to artificially inflate Exelon’s profits, why has Pepco billed me using NOT VALIDATED meter readings since I established service on 7/1/2023?.

Pepco is a FOR PROFIT “public utility,” so it has plenty of money for CORRUPT INFLUENCE when it is able to squeeze unconscionable profits out of ~919,000 customers in DC and MD:

- $390,000,000 net income in 2024; and
- $306,000,000 net income in 2023.
