On February 27, 2026, I testified at the DC Council’s Performance Oversight Overlook Hearing. Councilmember Charles Allen is the new chairman of the Committee, so I was hopeful the DC Council would investigate Pepco’s falsification of my meter readings and the DC Public Service Commission’s refusal to hold a Formal Hearing.
Councilmember Charles Allen promised to ask about the handling of my case when the witnesses for the DC Public Service Commission and the Office of the People’s Counsel testified on March 5, 2026. He lied.
Turns out it was just another dog and pony show to trick DC residents into believing the DC Council was trying to stop Pepco’s artificially inflated meter readings – which Pepco then relies on for future forecasting to justify its estimated Capital Expenditures to build unnecessary infrastructure – which the DC Public Service Commission rubber stamps when it approves Pepco rate hikes.
Here is my testimony where I give the background of my Formal Hearing case against Pepco and explain that the DC Public Service Commission refuses to hold a Formal Hearing despite granting my Petition for Formal Hearing a year earlier on February 24, 2026.
Here is Councilmember Allen asking me if he could raise the details of my Formal Hearing case when DC PSC & OPC testified on March 5, 2026.
I confirmed & explained that OPC’s Director of Litigation said I was being denied due process on the record but then sandbagged my Formal Hearing case.
Councilmember Allen assured me he would raise these issues when they testified, but he ended the Hearing early and never asked about their handling of my Formal Hearing case.
Finally, I asked how I could provide additional testimony. Councilmember Allen told me that the record was open until Friday, March 13, 2026, and that I could submit written testimony. I explained that I deserved the right to be heard since DC PSC refused to hold a formal hearing.
Once again, Councilmember Allen assured me that he would follow up with OPC & PSC on March 5, 2026. Another broken promise from the DC government.
